Powers of the National Council

The National Council for Research in Education (NCRE) is entrusted with ensuring the planned, coordinated development of education across India. It is empowered to maintain and elevate the standards of education through various proactive and regulatory measures.

Key Functions and Powers:

The Council may:

  • Conduct surveys and research on diverse aspects of education and publish the results.

  • Make recommendations to Central and State Governments, UGC, and recognized institutions for effective planning and educational development.

  • Monitor and coordinate the progress of education nationwide.

  • Define norms for specific categories of courses or training, including eligibility, course duration, content, and admission procedures.

  • Issue guidelines for institutions starting new courses, ensuring appropriate physical infrastructure, teaching facilities, and qualified faculty.

  • Set examination standards, admission criteria, and curriculum structures.

  • Regulate tuition and other fees charged by recognized institutions.

  • Encourage innovation and research in education, and disseminate the findings for wider benefit.

  • Periodically review the implementation of its guidelines and advise institutions accordingly.

  • Develop performance appraisal systems to ensure accountability among affiliated institutions.

  • Formulate and implement development schemes and support recognized institutions, including setting up new ones.

  • Take necessary actions to prevent the commercialization of education.

Affiliation Authority

The Council serves as the central affiliating body, and no examining body shall:

  • Grant affiliation—provisional or permanent—without the Council’s recognition or permission.

  • Conduct examinations for any course offered by an unrecognized institution.

This ensures that all affiliations and examinations maintain integrity and conform to national education standards.

Inspection Authority

To ensure institutions maintain prescribed standards, the Council is authorized to conduct inspections under the following provisions:

  • The Council may direct inspections of recognized institutions to evaluate compliance with the Act’s provisions.

  • Institutions will be notified in advance and have the right to be involved in the inspection process.

  • Post-inspection, the Council will communicate its findings and recommendations to the institution.

  • Institutions are required to report actions taken based on the Council’s feedback.

Contravention and Its Consequences

In case of non-compliance:

  • If a recognized institution violates provisions of the Act or fails to uphold standards, the Regional Committee may withdraw its recognition after recording valid reasons in writing.

  • Institutions will be given a fair opportunity to respond before any withdrawal order is finalized.

  • Withdrawal of recognition takes effect from the end of the academic session following the date of communication.

  • Once recognition is withdrawn:

    • The institution must discontinue the course or training.

    • The examining body must cancel the affiliation in line with the Council’s directive.
